Dear Mr. Keppler:

Attached is a status report as of January 12, 1983 for the design and installation of I.E.Bulletin 79-14 safe shutdown system piping supports at Dresden Units 2 and 3 and Quad Cities Units 1 and

2. In order to meet the February 15, 1983 date specified in item 1 of the referenced Confirmation of Action Letter (CAL), we will have to install 140 pipe supports at Dresden and 133 supports at Quad Cities.

We have continually been assessing our ability to meet the February 15, 1983 date, and until mid December, 1982, we had confidence that the date was achievable. At that time, Dresden and Quad Cities experienced two I.E.Bulletin 79-14 work stoppages because of certain problems identified by our Quality Assurance department with the Elcen Metal Products Company Quality Assurance program. These Quality Assurance problems have recently been resolved, but the work stoppages have affected our hanger installation progress.

Nevertheless, at this time the February 15, 1983 completion date appears to be achievable at Dresden Station. Dresden Unit 2 will be in an outage from January until April, 1983. The station will work two ten hour shifts per day until the end of the outage, and will concentrate their efforts to complete the installation of supports for Unit 3 by the required date and then complete the installation of safe shutdown path hangers for Unit 2 before the end of the outage in April.

J. G. Keppler January 13, 1983 There is more concern with Quad Cities. Because both Quad Cities units are operating, there is a large number of hangers to be installed on both units before the February 15, 1983 date. Personnel involved in the hanger installation have been put on a ten hour work day to expedite installation.

For your information, by December 1, 1982 all the design drawings from NUTECH and EDS had been issued for construction for the safe shutdown piping systems. The average installation rate for each station has been about 65 hangers per month. Quad Cities Unit 1 has been in an outage from September through December. During the outage, the installation of all control Rod Drive Insert / Withdrawal hangers inside and outside the drywell was completed, structural steel inside and outside the drywell was modified, major modification work was performed on the Mark 1 torus attached small bore piping, and 76 new and modified hangers were installed on the SRV discharge lines. As can be seen, major efforts have been instituted to work on 79-14 hangers as well as complete other major outage work.

At present, completion by the CAL date at all four units appears achievable, but with no margin for any unforseen problems.

As we had expressed in the July 14, 1982 meeting, completing the safe shutdown paths by February 15, 1983 would require an enormous and costly effort. We believe we have made such an effort and will notify you again by February 1, 1983 of our progress.
