Scoce of Work The contractor shall provide the NRC Office.-of Inspection and Enforcement, Bethesda, MD, the services of an appropriately qualified individual to collect, categorize, and document interpretations of health' physics requirements which have been provided over the years for utilization in
' the NRC inspection program.
This effort will require contact of personnel in all regional offices and headquarters.
The scope of interest covers all health physics inspection programs, i.e., materials, fuel cycle, and reactor inspection programs.
The product of this effort will increase efficiency and promote consistency of the inspection program.
2.
Backarcund_
The basic health physics regulation, 10 CFR Part 20, is applicable to all types of NRC licensees and is, therefore, written in somewhat general terms.
Consequently, over the years a great many memoranda and letters ~
have been written by various individuals and NRC groups that provided interpretations, staff positions, or guidance for implementation of the inspection program.
These documents have been provided by numerous individuals both in headquarters and the regional offices.
Most of the infoimation contained in these documents has not been incorporated into-the IE Manual.
Rather, as a general rule, individuals have maintained pcrenal files of the documents that were of' specific interest to them.
Experience has shown that many of the issues discussed in these documents arise repeatedly over the years, especially when new members of manage-ment or new inspectors come aboard.
The subsequent-discussions and searches for pertinent references adversely effect efficiency.
In many other cases, independent decisions are made with the result that consis-tency is not maintained among inspectors or the regions.
Therefore, we have concluded that a need exists to collect, categorize, and document all of the pertinent information.
The resulting reference document will then be readily available to all inspectors and managers.
Statement of Work The contractor shall provide an appropriately qualified indivicual to perform the described task.
Qualifications o.f the individual must include the follcwing:

a thorough knowledge of NRC regulations and standard licer.se conditions associated with health physics areas, 2.
a thorough knowledge of health physics principles and their practical implementation, and 3.
a thorough knowledge of the NRC inspection program associated with health physics areas at all types of NRC licensees.

The contractor shall submit resumes and daily costing rates of proposed j
individuals to NRC for approval..
The work effort is to include the following:
Collection of letters, memoranda, branch positions, etc..that provide interpretations, staff positions, or specific guidance concerning health physics requirements contained in the federal regulations, technical specifications, standard license conditions, or NRC inspection program.
-Collection will require contact with personnel (by telephone in-most instances) in all NRC Regions and Headquarters.
Initial suggestions for contact can be provided by the.NRC contract technical monitor.
Sources are expected to be personal files, section and branch files, and the old
" Materials Inspection Handbook".
IE will request the regions to cooperate in this effort.
Letters by the contractor to offices other than IE are to be signed by IE.
Information that is collected is to be categorized as follows:
by requ~ ire-ment; i.e., the specific regulation, license condition, or inspection requirement; e.g., 20.203(c)(2)(iii), STS 6.12.2, or 83740, Item 7.b.1.;
I by type of licensee for which the requirement is applicable; e.g...pewer.
reactor licensee only; and by general topic matter; e.g., internal dosi-metry, posting, access control, etc.
During the categorization process, examples of conflicting guidance are to be noted, as well. as, identifi-cation of requirements for which there is no guidance and there appears to be a definite need.
I Documentation shall include a-copy of each document retrieved (letter, memo, etc.), a complete index, and cross-reference for every item.
Each item (interpretation,' position, guidance).is to be presented in the briefest manner possible while ensuring adequate. explanation.
Prior to finalizing the documentation, the contractor is to present several alternate methods of format and presentation of the material.
The intent.is to provide _ the most readily usable document for.the field 4
inspector.
Consideration should be given to the interpretations section in the IE Manual, as well as a separate publication.
The contractor is to recommend a specific method.
Final documentation-is to be typewritten as photo-ready ccpies with type, spacing, and format in accordance with NRC requirements for the type of document selected.
Data is to be transferred'to an NRC system (IBM 5520, Document Control System, etc.) by appropriate means, e.g., disc, elec-tronic transmission, etc.
