l The purpose of this memorandum is threefold:

To advise you of the status of the Special Inspection Team Report on the allegations concerning' the design and construction of pipe supports at Comanche Peak, i

To outline the format, program and schedule for completion of this t

l effort,.and 3.

To request additional Division of Engineering management assistance and participation in this effort to assure that the staff commitments are satisfactorily met.

In October 1982, NRR and Region IV established a Special Inspection Team to i

.i respond to allegations concerning the design and construction of pipe supports at Comanche Peak. The Team is composed of members from MEB (J. Rajan) and its consultant ETEC (P. Chen), and Region IV (J. Tapia and R. Taylor). The 3

Team has also used members of MTEB and SEB, and other ETEC personnel as con-i sul tants. The Project Manager,' S. Burwell, has also actively participated in this effort. The Team conducted inspections at Comanche Peak, Gibbs & Hill i

and Nuclear Power Services, Inc. over the period October 13 through December 2, 1982. Since the end of November the Team has been preparing a special inspec-i tion report cataloging the allegations and describing the results of the above inspections. At this time, the Team has prepared a draft report which is being redrafted by the respective authors in response to the coments nf other participants and staff counsel.

The Team has taken stock of the status of its work and has proposed t'te following program and schedule for completion of this report.

JAN 101983 James P. Knight tionday The Special Inspection Team will conduct an exit interview Jan.17, '83 with the Applicant at the site. All unresolved items and recomendations for resolution will be described. The Applicant may submit factual information in response to unresolved items.

Tuesday-Friday The Special Inspection Team will work in Region IV offices J an. 18-21, ' 83 to prepare an addendum sumarizing the results of the exit interview, describing any changes to the special inspec-tion report and defining the staff requirements for resolution of the remaining unresolved items. The inspection report and its addendum will be issued to the Applicant under one cover letter as soon as possible following the exit interview.

In view of the possible impact of this inspection report on the schedule for cumpleting the hearings on Comanche Peak and its potential for setting a precedence in future licensing proceedings we believe that additional manage-ment attention must be directed to this special inspection for the following purposes:

1.

To assure that the concerns and conclusions described in the special inspection report and its addendum represent management knowledge and experience and is not limited to the knowledge and experience of only the Team members.

2.

To assure that the requirements for resolution of any unresolved items are endorsed by the NRC management not only for Comanche Peak, but as they may set precedent for any future licensing evaluations.

At a minimum, we suggest that the fiEB Branch Chief (R. Bosnak) should review the forthcoming revisions to the draft special inspection report (he has been reviewing and comenting on the more recent drafts), attend the exit interview at the Comanche Peak facility, and participate in the early Team discussions on the results of the exit interview.

In short, he should plan to be in Arlington, Texas from early tionday to mid-day Tuesday, January 17-18, 1983.

After issuance of the special inspection report with its addendum, the Team will continue with its work by preparing affidavits for use in the forthcoming (unscheduled) hearing session on Comanche Peak.
