Dear Congressman Yates:
Your letter of December 21, 1982 to Chairman Palladino concerning the la Salle nuclear plant has been directed to this office for reply. You requested that, the NRC review an enclosed copy of a December 15, 1982 letter to the NRC from Mr. Edward Gogol and provide you'with a report.
The December 15 letter concerned plant operation with a single recirculation loop in service and was addressed to Mr. Harold R. Denton, Director of our Office of Nuclear Reactor Regulation. Mr. Denton's office responded directly to your constituent's letter on December 23, 1982, providing him with a copy of the NRC staff's safety evaluation which presented the basis for our December 16 approval to operate the plant with a single recirculation loop in service.
In that response, we also explained that redundancy in recirculation loops, a-concern of Mr. Gogol, is not relied upon in the NRC staff's evaluation of plant safety. Emergency cooling is accomplished by the Energency Core Cooling System (ECCS) consisting of its own pumps and cooling water source. As a result of the NRC staff's evaluation of ECCS capability, as well as other technical considera-tions-detailed in the safety evaluation, the staff granted the license amendment for single recirculation loop operation at La Salle. Notwithstanding the NRC staff's determination that plant operation with a single recirculation loop in service is safe as authorized, Mr. Gogol's petition for a hearing on this matter has been referred to the Comission for its consideration.
A copy of the staff's December 23, 1982 regly to your constituent is enclosed.
