SUBJECT:

MILLSTONE 1 INTEGRATED ASSESSMENT On December 13, the ACRS issued a letter on the Millstone SEP integrated assessment which implied that plant-specific PRAs were not any more useful than the more limited risk analyses developed for the other SEP plants.

You asked me about the meaning of this statement, particularly with regard to the broader implications on NREP.

We met with the ACRS on this issue on January 6, 1983, and determined the following:

1.

The meaning of the ACRS statement was very narrow and only meant that performance of a PRA would not be justified solely for the purpose of obtaining a risk perspective on the results of the SEP topic reviews.

We agree with that judgment.

2.

In general the ACRS still appears to support a program like NREP, although there is a valid concern regarding how one might make regulatory decisions based on the results of PRAs.

Dt. ring the discussion w.Lh the ACRS the staff made it clear that there were a number of Millstone issues of low risk significance which, based on the risk analysis, would not appear to warrant hardware changes.

However, hardware changes were likely to be made by the licensee on their own initiative. We pointed out that had these changes been at NRC's initiative, some of them might not have been imposed. These insights could influence future SEP reviews simply because less emphasis might be directed toward those areas where previous reviews have indicated little risk reduction benefit. is a copy of a memorandum that presents the results of the Millstone ACRS meeting and the policy implications of the risk insights gleaned from the PRA.

The ACRS letter of December 13, 1982, is included in that memorandum. is a copy of the ACRS letter of January 11, 1983, which provides the supplemental ACRS comments.
