INTERVENORS' MOTION FOR RECUSATION It has come to the attention of the Intervenors in this proceeding that NRC Chairman Nunzio 'J. Palladino may have held positions and engaged in decisions during the Construction and Operating License stages of Three Mile Island, Unit 2 (THI-2), and Peach Ecttom, Units 2 and 3 (PB), that would constitute a conflict of interest with respect to his participation in the Commission's deliberations and decision-making in the above-captioned proceeding.

NRC Chairman Palladino served as Chairman of the Nuclear Engineering Department of the Pennsylvania State University and subsequently as the Dean of the College of Engineering of that institution. During his tenure we have been given to understand that substantial financial contributions for research, educational programs, and/or other purposes were received by his department and/
or college from Applicants or Licensees in this proceeding.
- 2. Chairman Palladino served on the NRC's Advisory Committee on Reactor Safeguards during a portion of this period and in that capacity may have engaged in delibarations and made recommendations pertaining to TMI and/or' Peach Bottom.
