FINAL REPORT OF j SIGNIFICANT CONSTRUCTION DEFICIENCY'No. 50 "POSSIBLE MALFUNCTION IN AGASTAT E7000 SERIES TIME-DELAY RELAY" INTRODUCTION-This report -is submitted pursuant ' to 10CFR50.55(e) . - It' describes a deficiency in the E7000 series Agastat relays which might have resulted in a shorter time .(

delay than that set on the relay dial. The problem is considered reportable under the requirements of 10CFR50.55(e) .

This problem was identified to the'NRC by the Control Product Division of Amerace Corporation under 10CFR21.

DESCRIPTION Extended performance Quality Assurance tests by Amerace determined that some pneumatic timing diaphrages exhibited a time and temperature based bleed-out of a fluid substance. This substance might have affected the diaphragm seal on relays operated at high temperatures for extended periods, resulting in shorter time delay than that set on the relay dial. Failure of any relays to function as designed would affect operation of motor operated valves in their assigned system. The relays in question are:

62/587 62-2/841 62/845 .2/1526 62A/1510 62/582 62/846 62-1/840 62/846' 2-1/1510 2/1032 62/583 62-2/840 62-1/841 2/1510 2-1/1526' 2/1036 62/586 SAFETY IMPLICATIONS The subject relays were installed in Class 1E control circuits and their malfunction would have adversely affected operation of safety related

' squipment if left uncorrected. The deficiency was therefore considered reportable.

-CORRECTIVE ACTION Nonconformance Report W3-3559 was written to identify two relays whice were suspected as having a defect. This was superceded by'Nonconformance Report W3-3561, which encompassed corrective action on all eighteen relays. Corrective action was as follows:

1. To provide the most efficient resolution, replacement relays for all Agastat E7000 series relays suspected as being defective were ordered on Purchase Order WP3-9363.
2. The new relays were received and accepted on September 8, 1982 via MRR-210184.
3. The existing relays were removed and returned to the vendor for re-certification and subsequent return to the site as spares, reference RMR EE372.
4. The replacement relays were installed and final acceptance was docu-mented on November 24, 1982.
