Dear Mr. Jarrett:

This is in response to your letter in which you requested, pursuant to the Freedom of Information Act, a copy of the winning proposal under v

NRC-25-82-318.

Since receipt of your request, this office has been involved in a lengthy negotiation process with the submitter, Information Systems &

Networks Corporation, regarding development of a nonproprietary version of the requested proposal.

The cost proposal has been deleted in its entirety.

The nature of the information which has been deleted from the technical proposal is apparent in reading the nonproprietary version.

As you will recall, during a telephone conversation between you and Linda Robinscn on October 20, 1982, you agreed to accept a nonproprietary version of the proposal. This agreement does not affect your right to appeal deletion of information, as provided in 10 CFR 9.11.

A copy of the requested record has been placed in the NRC Public Document Roop (PDR),1717 H Street, N.W., Washington, DC 20555, for public inspection and copying.

(You may also wish to inspect the copy of the contract which is also maintained at the PDR.) The charge for copying records located in the PDR is five cents ($0.05) per page, as specified in 10 CFR-9.14(a).

You may obtain a copy of the proposal by calling (202-634-3273) or writing directly to the PDR to request.a copy.

Upon your agreement to pay the copying charges, the PDR will arrange for the record to be copied by a private contractor servicing the PDR. You will be billed by the private contractor for the copying charges, plus tax and postage.
