SUBJECT:
OFFICE OF WATER POLICY, U.S. DEPARTMENT OF INTERIOR GROUND-WATER ACTIVITY QUESTIONNAIRE Waste Management staff has reviewed the subject questionnaire and has mutually concluded that the mission and activities of the Division of Waste Management are not applicable to the questionnaire when applied to the criteria for. identifying federal ground-water activities.
The reasons for this conclusion are as follows:
1.
The NRC base program for water-data acquisition follows the overall licensing program and subsequent NRC organizational framework.
NRC staff work generally involves no direct field data collection, rather review and analysis of data previously collected by licensees, contr, actors, and other government agencies.
Such review and analysis of existing ground-water information is generally related to preparation of environmental statements or assessments leading to a licensing action.
These activities are specifically excluded from activities to be included in the questionnaire.
2.
Technical assistance activities can be generic or site specific, generally of short duration ("one shot deals")
wherein the primary thrust is not on water quality but rather on performance assessment or general site characterization.
Such activities are specifically excluded from activities to be included in the questionnaire.
3.
There are no regulatory, technical assistance, research, funding or land management activities involving the monitoring, protection or conservation of ground-water quantity, within the Division of Waste Management, that are pertinent to the criteria for identifying federal ground-water activities.

. DEC 151982 Review of this questionnaire has been coordinated between High-Level Waste Technical Development Branch (WMHT), High-Level Waste Licensing Branch (WMHL) and Low-Level Waste Licensing Branch (WMLL).
Conclusions resulting from this review were discussed in a meeting between Mr.
Jeffrey Pohle of my staff and Mr. Tom Nicholson of RES on December 10, 1982.
