SUBJECT:

FINDINGS RELATED TO THE PROPOSED IMPORT OF IRRADIATED FUEL FROM. TURKEY-ISNM82026

'On November 2, 1982 Transnuclear, Inc., requested a licensa authorizing the import of up to 5.841 kilograms of enriched uranium contained in irradiated

. fuel from the TRI reactor in Turkey. The material is in~ the form of irradiated fuel elements which originally contained uranium enriched to 90%. The irradiated elements contain small quantities of produced plutonium. Shipments will be made in type 10-04 (Pegase) container number USA /0100/.B(U)FT.

This request is essentially the same as previous requests to import irradiated fuel and represents no material change in circumstances from conditions and findings which existed at the time of the earlier imports. The import does not present an undue risk to health and safety or to the environment and will not be inimical to the Common defense and security.

The staff recommends this license be issued.
