SumARY OF DECEl*BER 16, 1982 I:EETIfG On December 16, 1932, the staff met with representatives from Consumers Power Company (CPC) and Dairyland Power Cooperative,(DPC) in Bethesda,

!!aryland to discuss the Systenatic Evaluation Progran (SEP) seismic evaluations for the Big Rock Point and La Crosse plants respectively.

The list of attendees is enclosed.

A draft Safety Evaluation Report (SER) has been issued for both plants for Topic III-G, " Seismic Design Considerations." These evaluations identify areas where there is insufficient information to conclude on the seisnic capability of each plant. The staff encouraged both licensees to provide a comprehensive response to the draft SERs, in order to enhance the integrated assesse'ent by focusing on issues of significance. The usual practice in SEP evaluations is for the licensee to (1) correct any factual errors which may exist, and (2) identify any alternate bases by which the staff may conclude that the existing design provides an gol N

equivalent margin of safety as current criteria.

Because of the significant costs associated with seismic analyses, the staff recornended that the licensees consider alternative approaches.

These approaches could include (1) bounding analyses with selected plant upgrading, (2) an assessment of the consequences of failure, or (3) comp ring probabilistic risk with representative cross-section of current plants. The staff indicated that such approaches or a combination thereof would be considered during each plant's Integrated Assessment.

l The staff requested that each licensee detail the approach that they believe will provide the most efficient resolution of the seismic-related issues in their response to the draft SERs. Both licensees agreed to submit such a response before the end of January 1933.
