2NB O Power Consumers Company General Offices: 212 West Michtgen Avenue, Jackson, MI 48201 + (517) 788-0650 December 23, 1982 James G Keppler, Administrator Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - PROMPT NOTIFICATION SYSTEM In reviewing Consumers Power Company NRC correspondence and especially IE Inspection Report 82-02 dated March' 16, 1982, we have decided that perhaps there may have been a misunderstanding with regards to one of the answer to item 2.f.
This item deals with:
"What special arrangements have been made to assure 100% coverage within 45 minutes of the population within the entire 10 mile EPZ who may not have received the initial notification"? One of the answers to this question appear to be rather vague therefore, we would like to clarify it:
The description of the public warning system for the Palisades Plant was transmitted to the NRC on January 25, 1982.
In that description was information regarding the receivers which are to be installed in facilities with high-ambient noise.
In your Inspection Report No 82-02 dated March 16, 1982, you asked the question about "special arrangements" (item 2.f page 3) and you stated in the answer that we had made "special arrangements" as "(1) separate audit / visual warning receivers in high-noise areas;..." What we intended to convey by that answer was that as soon as we could obtain and test the type of warning receivers that would meet the requirements, we would have the receivers installed in those facilities with high-ambient noise. We would like to inform you that we plan to have this installation complete by February 1983.
