StHtARY OF MEETING HELD WITH CONSUMERS POWER ON HEMYC CABLE l TEAY WRAPPING SYSTEM -- DECEMBER 3,1982 i On December 3,1982, the NRC staff met in Bethesda, Maryland with Consumers Power Company (CPCo), Bechtel, and NES Incorporated to discuss the method to be employed at Midland to provide fire protective wrapping to the cable l trays and conduits (HEMYC System). This subject relates to section 9.5.1 of the Midland SER. A list of meeting attendees is included as Enclosure 1. ' is a compilation of the handouts and visual aids used in the course of the meeting.
SUMMARY
The NRC requested CPCo to submit information on the cable tray and conduit wrapping material tentatively proposed as a one-hour fire barrier in the Midland Plant. It is the intent of CPCo to use a new system (as a wrapping l material) developed by NES and Insulco called the HEMYC System. This meeting was arranged to provide information to the NRC for their evaluation and approval of the llEMYC System for use on the Midland Project. After introduction of personnel attending the meeting, an overview of the meeting and its purpose was provided by the staff (R. Hernan). The meeting ( was then turned over to CPCo (R, Teuteberg). The staff was infomed that CPCo needs the NRC approval of the HEMYC System so that procurement and design can begin. The staff indicated that one to two weeks should be sufficient time for them to complete their evaluation. NES explained the design and capabilities of the HEMYC System. B&B ensulation described the HEMYC System criteria for development, fire testing and qualification of the system and method of installation. A copy of the i slides used are enclosed. d t .~;. I In discussing the ASTM-E-119 fire test, the staff asked whether ambient temperature on the unexposed side of the HEMYC System exceeded the test l criteria of 250 degrees F. They were informed that the ambient temperature reached 390 degrees F at the end of the test. The 250 degrees F failure criteria was not the one used by BAB Insulation during testing. The failure criteria used was to maint44n circhit integrity during the test and to be capable of passing a MEGGER test at 500 volts. i It w also noted that during the test the cable tray supports were not wrap;.ed. HES considered that not wrapping the support added conservatism to the test, since a larger heat flow into the HEMYC System results than would be experienced if the supports were wrapped. The staff's concern i is whether a cable tray support will maintain structural integrity during I a fire. NES/B&B stated that they experienced no cable tray support failure during the fire: test. It was noted that the structural integrity of the support is the responsibility of the utility and that CPCo has comitted j to wrapping cable tray supports. l During the meeting several questions were asked about the HEMYC System design and installation. The materials of the HEMYC System have not been qualified as a system, although each material is inert and has been subjected to aging tests for other purposes. The composition of the Sil Temp material (used as the outer jacket) and the ceramic blanket was included in a handout. During the installation of the HEMYC System it is necessary to puncture the Sil Temp ceramic fiber blankets to install the blankets on the metal framework. The blankets are not propunched during manufacture. The staff stated that the design of the HEMYC System eliminates several of the problems experienced in existing methods of fire protection of cable trays and conduits. Although specific approval was not given at the meeting, l the staff stated that their opinion could be expected by about December 15, [ 1982. CPCo also noted that although their interest was in using the HEMYC System on Midland Plant, it would be beneficial to approve the HEMYC System for industry wide use. The following commitments were made during the meeting: 1. The staff would detemine whether the preliminary report on the U.L. test concerning the evaluation of 20 foot separation distance in 10 CFR 50 Appendix R. has been released to the public and will provide a response to CPCo on the acceptability of the HEMYC System as a one hour fire barrier on cable trays and conduits in the Midland Plant. i 2. CPCo Will determine the temperature rise in the tested cables within l conduits at the maximum temperature that occurred during the HEMYC System test when tested for one hour.
