A notice of the availability of the Final Environmen-tal Statement is being sent to the Office of the Federal Register for filing andpublication(copyenclosed).

The Final Environmental Statement includes a discussion of problems or objections raised by Federal, State and local agencies and members of the public, and the disposition thereof.
