SUBJECT:
ACTION P'LAN FOR IMPLEMENT.ING THE COMMISSION'S' PROPOSED SAFETY GOALS This memo transmits the staff's proposed action plan for implementing the Commission's proposed policy statement on safety goals for nuclear power plants. The purpose of the plan is to outlihe (1) the scope of regulatory issues that may be assessed using the safety goals, (2) the
" general approach to be used in,devel.op.ing the data and information needed to make the assessments and to improve the usefulness of the

safety goals in regulation and licensing in the future, (3) a description of how the safety) goals will be used as a factor in arriving at regulatory decisions, and (4 how the results of using the safety goals will be assessed at the end of the trial period.
5' I recommend that, since we have.not received public coment on the plan, both the revised policy statement'and the implementation plan be issued for public comment before the trial use period begins. This course of action will permit the staff to consider the interim source term infor-mation expected in early 1983 in its implementation of the safety goal.
