Waterford SES Unit 3 Reply to USNRC Inspection Report 50-382/82-18
Dear Mr. Madsen:
The following informatica is provided in response to inspection report 50-382/82-18 which identified the following violation:
"10 CFR Part 50, Appendix B, Criterion V, states in part:
Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
" Contrary to the above, an unspecified weld had been used to attach a plate to a diagonal horizontal angle brace at elevation 53' location 9'9" north and 6'9" west at column L-10 AZ instead of attaching the plate with bolting as specified by Ebasco Drawing G-842D.
"This is a Severity Level V Violation.

The following information is submitted:

Corrective Action Taken and the Results Achieved:
Nonconformance Report W3-4374 has been issued reporting the lack of an approved design and weld inspection documentation on the modification observed by the NRC Inspector. As a result of the referenced Nonconfor-mance Report, FCR-AS-2229, Revision 2, has been written to document the change.
2.
Corrective Action Taken to Preclude Repetition:
Ebasco Procedure CP-717 has been revised to provide a method to establish Hold Points on Seismic Class I welds and to provide a record form for Cou-struction and Quality Control to sign off required Hold Points.
