On May 23, 1980, Union Carbide Corporation filed for license renewa'l and Technical Specification changes to Operating License No. R-81, Docket No.

50-54 The majority of the Technical Specification changes requested are trivial in nature and not significantly impacted by the the prolonged license renewal schedule. Lack of action on one of the requested changes, however, has recently resulted in an unnecessarily prolonged shutdown. We therefore request early action on the following change.

Technical Specification 3.2.3 presently requires two of the three power level channels to be operable. A footnote requires.that the ion chamber of the third channel be operable prior to reactor startup. We request that the footnote be deleted. It does not increase reactor safety since an operable ion chamber does not constitute a third operable channel.

Futhermore, requiring a portion of the third channel is not consistent with the design and licensing philosphy of maintaining an operable channel, an operable backup (redundant) channel and when available an on-line spare to fulfill the requirements of two operable channels, I allowing continued reactor operation, should one of the three channels be i inoperable. The specific wording changes are indicated on the attached marked-up page 12 of the Technical Specifications.

Since this change is part of the license renewal application which was

  • accompanied with the appropriate fee pursuant to 10 CFR 170.22 we do not believe an additional licensing fee is in order.
