APPLICATION FOR AMENDMENT OF CONSTRUCTION PERMIT NO. CPPR-147 TO EXTEND CONSTRUCTION COMPLETION DATES Kansas Gas and Electric CorPany, Kansas City Power & Light company, and Kansas Electric Power Cooperative, Inc. (hereinafter "Permittees") are the co-holders of Construction Permit No. CPPR-147 authorizing construction of Wolf Creek Generating Station, Unit No.1.

Construction Permit-No. CPPR-147 currently specifies March 1,1984 as the latest date for completion of construction of the facility. Permittees' currently scheduled date for fuel load is October, 1984. In order to provide for further time contingencies, and pursuant to 10 C.F.R. 50.55(b), Permittees l

respectfully request that the Nuclear Regulatory Commission amend Construction Permit No. CPPR-147 to specify July 1,1986 as the latest date for completion of construction of Unit No. 1.

l The extension of time for the, completion of construction is needed because of the following:

e' i schedules, and in part tc the Commission's August 13, 1976 General Statement of Policy as a result of the decision of the U.S. Court of Appeals for the D.C. Circuit in NRDC

v. NRC.

Construction has not progressed as rapidly as projected, due in part to increasingly stringent quality requirements.

3.

Numerous changes and additional requirements for plant design and analysis have been incorporated, including those required by the Commission as a result of the Three Mile Island ac-cident and during the course of the NRC's regulatory review.
