Fort St. Vrain Unit No. 1 Revised Scenario and Observer Package

REFERENCE:

NRC Letter dated June 18, 1982

Dear Mr. Collins:

We are in receipt of the above referenced letter, and we are s,omewhat concerned about your inference that we did not submit our scenario and observer packages in a timely fashion.

We did submit our scenario and observer packages via letter P-82148 dated May 14, 1982 which was within the fifteen (15) day time required.

Recognizing that some changes were required after our submittal, we forwarded our letter P-82161 (telecopied) dated May 25, 1982 followed by our revised scenario on May 28, 1982.

We attempted to indicate in our correspondence that while we had revised some details of the scenario, (times and radiation readings primarily), we did not change the intent of the scenario or the intent of the observer packages.

I believe you will recall that our main objection to the Joint Emergency Exercise Procedure (see our letter P-81239 dated September 25,1981) was the very issue that revisions and changes may be required after our submittal.

In our subsequent telephone conversation, and in your follow-up letter of October 15, 1981, I felt that the purpose of our submittals was to permit the NRC to define general weaknesses without concern for detailed changes such as radiation monitor readings.

I believe our submittal of May 14, 1982 offered the NRC that opportunity.
