APPENDIX A NOTICE OF VIOLATION Pennsylvania Power and Light Company Docket No. 50-387 Susquehanna Steam Electric Station, Unit No. 1 License No. NPF-14 As a result of the inspection conducted on August 2-24, 1982, and in accor-dance with NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register Notice 47 FR 9987 (March 9,1982), the following violations were identified.
A.
10 CFR 50, Appendix B Criteria III, requires that design changes, including field changes be controlled and approved by the original design group.
Bechtel engineering procedure EDPI 4.73.1, " Design Change Control Definition and Responsibility," paragraph 3.3.A requires that all drawing revisions (or issue) must be sponsored by a Change Authorization Document (Field Change Request).
Contrary to the above, on or before August 24, 1982, pipe clamp flanges for safety related pipe supports DLA-102-H9, DLA-104-H9, and DLA-104-H14 were trimmed reducing the designed minimum load stud center to edge distance below that specified without a Field Change Request being issued.
This is a Severity Level IV violation (Supplement II).
B.
10 CFR 50, Appendix B, Criterion III requires that design control measures shall include provisions to assure that appropriate quality standards are specified and included in design documents and that deviations from such standards are controlled.
Technical Specification No. 8856-M-209, Rev. 13 for pipe hangers, supports and restraints requires that all shock suppressors shall have pipe and stro.t'iral connections permitting 5 degree angular rotation in any direction.
Cont.4ry to the above on August 24, 1982 pipe support detail drawings were observed to provide no dimensional clearance requirements between pipe clamp flanges and the snubber body.
Safety related shock suppressors DCA-102-H9, DLA-102-H9, DLA-104-H9, H13, and HIS, and GBC-101-H188 were installed such that they had less than 5 degrees of angular rotation.
This is a Severity Level IV violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Pennsylvania Power and Light Company is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consider-ation will be given to extending your response time. The responses directed by this Notice are not subject to the clearance procedures of tFe Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
