Dear Mr. Denton:
As counsel for Omaha Public Power District, we hereby submit three (3) signed originals and nineteen (19) copies of
'a document entitled
" Application for Amendment of Operating License", together with forty (40) copies of the proposed Technical Specifications.
The application seeks to amend Sections 2.19 and Tables 2-6 (a) and 2-6(b) of the Technical Specifications set forth in Appendix A
to Facility Operating License No.
DPR-40 to allow the switchgear and diesel generator room roll-up fire doors to open during cold and refueling shutdown conditions with appropriate administrative conditions in effect.
Additionally, _ this Amendment Application incorporates safety-related hydraulic and mechanical snubber changes that have occurred since the last Technical Specification Amendment addressing snubber changes.

Nuclear Regulatory Commission.
