Dear Sir:
References 1, 2 and 4 requested that the Power Authority submit a license amendment application to incorporate the requirements of 10 CPR 50 Appendix I into the FitzPatrick Technical Specifications, by means of Radiological Effluent Technical Specifications (RETS).
These letters also requested the submittal of an Offsite Dose Calculation Manual (ODCM) and provided guidance for the content of both the RETS and the ODCM.
The Power Authority submitted proposed RETS and the ODCM in References 3 and 5 respectively.

J Authority personnel and NRC staff met at the FitzPatrick plant on May 26-27, 1982 to discuss the-submittals and compare them to the latest revision of the Standard Radiological Effluent Technical Specifications (NUREG-0472 Rev. 3).
Subsequently, Reference 6 requested that the Authority revise and resubmit the RETS and ODCM by October 31, 1982.
Although the Authority has attempted to provide a response by the date requested, additional time is required to complete the effort.
Since the original RETS submittal in mid-1979, the Authority has made numerous modifications to the FitzPatrick plant and implemented extensive programmatic changes.
Many of these have resulted in a significant increased level of effort in the health physics area and a corresponding burden on the Authority's resources.
Therefore, the Authority will provide a response to Reference 6 by February 1, 1983.
This will allow sufficient time to reassess the impact of RETS on plant operations and our health physics resources, and to estimate the cost of their implementation.
