Dear Mr. Stoiber:
Enclosed is an application from Westinghouse Electric Corporation for a license to export two nuclear power reactor primary coolant pumps, two centrifuge.1 charging pumps, and one in-core flux mapping system to the People's Republic of China. This application is similar to the Byron-Jackson Pump Division application (XR-141) forwarded for your review and comment on June 7 of this year.
Before taking action on this license appl 1 cation, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-proliferation Act of 1978.
Please note Westinghouse's comments regarding the license requirement date.

For use in a 300 MW PWR Nuclear Power Station (referred to as the "728 Project") to gcnerate electricity within the Peopic's Republic of China, The exact site has not yet been selected but will be on the Hangzhou Eay close to llangzhou, not far from Shanghai.
License Requirement Date:
An export license is required by' March 1,
1983 in order to comply with the provision contained in the letter-of-intent received by Westinghouse from CNEIC requiring export authori-zation by March 1,
1983 for it to remain valid.*
Because of the extensive time required for-the manufacture, export, installation and checkout of the Reactor Coolant Pumps, CNEIC believes that unless this early export assurance is provided they will need to seek an alternative non-U.S.
source of supply so as not to jeapardize their 1988 plant completion date.
