Gentlemen: Re: Dockets 50-247-SP, 50-286-SP Ithas been brought to my attention that a letter from me might help to answer questions as to Rockland's intention with regard to emergency planning for Indian Point.

It became apparent to Rockland personnel, throughout development of the Rockland County Radiological Emergency Response Plan (RCRERP) , that the plan was evolved without the necessary input from local officials who would have to carry it out, and that much of it was so unworkable as to be a farce.

Special problems faced by Rockland due to its orientation and its population density were simply disregarded. Since Rockland is, as you have recognized, a locality at risk, our officials felt that our people would be better served by an honest approach to emergency planning, an approach which took into consideration l local needs, responsibilities and resources.

It must also be stated here that state takaover of local emergency services and resources in such an emergency will not be any better than adoption of such an inadequate as the RCRERP.

In an occurrence in which lapse of time is critical, it would be foolhardy for our Emergency Service people to be dependent upon l

Albany to such a degree. Furthermore, all planning and deficiency correction should be relevant to the locality they affect:

The attached page will show that all of the Emergency Services are represented as well as others whose presence and work will help Rockland County to develop a true Emergency Preparedness Plan.
