Re ference (a) states:
" Prior to exceeding 50% power oporation, the licensee shall submit the results of an independent review acceptacle to the NRC staf f of the HVAC system, inclucing design changes, fabrication, and installation.. The review shall encompass all safety-related HVAC systems and the e ffect o f non-safety related HVAC system failures on safety systems."
On October 27, 1982, Mr. Andrew J. Kempiak, C.
F. Braun Project Manager, simultaneously transmitted copies o f the "Indepen-cent HVAC Review Final Report" to the o f fice o f NRR (Dr.

Bournia),
Region III ( Jame s G. Keppler), and Commonwealth Edison.
Tn o last paragraph o f the Independent HVAC Review Final R; port, Section 3, Conclusions states :
"C. F.
Braun recognizes that criticism has been mace about the Zack quality assurance program.
However, after our investigation o f the ductwork and the supports associatec with that ductwork, we feel the quality o f tne hardware and craftmanship that went into the actual installation was not aaversely af fected by the Zack quality assurance program.
Thus, we conclude that the installed HVAC systems and associated supports were in conformance with the requirements o f the Sargent anc Lundy casign."
Commonwealth Edison Company agrees with this conclusion.
It is our unoerstancing, based upon Reference (a), that your staf f acceptance of the Independent HVAC Review Final Report is required prior to LaSalle County Station Unit 1 exceeding 50% power operation.
The LaSalle County Station startup test program ha s progresse0 to the point that the station is prepared to exceed 50%
power.
Therefore, your prompt attention to this review and approval is appreciated.
