SCOPE: This inspection was performed to observe the Equipment Qualification.

Testing of models 763 and 764 pressure transmitters in accordance with IEEE-323-1974 and NUREG 0588, Revision I which included procedure review, review of purchase orders for other test facility services, observation of functional testing after the 85-day post loss-of-coolant accident (LOCA) test and disassembly of two components, and review of test documentation.

PLANT SITE APPLICABILITY: The pressure transmitters are currently being tested for l

use at the Waterford Nuclear Site, Docket No. 50-382.

Test Procedure Evaluation A copy of revision 2 of ITT Barton Test Procedure 999/3154.2," Design Qualification Test Procedure for ITT Barton Models 763 Gage Pressure and 764 Differential Electronic Transmitters for Class IE Service In Nuclear Power Plants," was furnished to the NRC inspector. A brief review of this procedure was made during the inspection to determine if actual testing complied with the procedure. All testing and disassembly re-viewed and witnessed by the inspector was accomplished in accordance with this procedure.

A more detailed review of the above procedure to determine compliance with criteria specified in the applicabie IEEE standards is being performed and will be reported separately.

Test Specimen Selection ITT Barton dccumentation was reviewed and employee interviews were con-i ducted to determine how the test specimens were selected. This was necessary to determine that the specimens selected for generic qualifica-tion testing were standard proiuction line and that no special care or considerations were taken in tt:e selection of the materials, the manu-facturing process or the production testing other than those normally specified and required by ITT Barton. Based on the results of this portion of this inspection, the NRC inspector determined that the specimens being tested represented typical " production line models.

Quality Assurance Program l

For this particular qualification test program ITT Barton chose to have l

the radiation aging accomplished at the Georgia Institute of Technology; the seismic testing at the Southwest Research Institute, and the LOCA l

PAGE 3 of 3 testing at the Westinghouse Electric Corporation. The NRC inspector reviewed the ITT Barton procurement documents issued to all three firms to assure that the applicable quality assurance requirements were suit-ably included and/or referenced in these documents for the particular services and in all three cases they were.

In addition to the above, ITT Barton Quality Assurance conducted audits of each of the three firms and these audit reports were reviewed.

It was determined that these audits were conducted in accordance with ITT Barton procedures.

Witnessing of Test After completion of the 85-day post-LOCA test conducted in-house at ITT i

Barton, the test specimens were removed from the chamber and calibration checks, time response tests, overrange and safe pressure tests were all completed. One model 763 transmitter (S/N 1061) and one model 764 transmitter (S/N 327) were randomly selected for disassembly. Both transmitters were completely disassembled and visually and dimensionally inspected. No abnormalities were noted during the disassembly.

After completion of this inspection both units were placed in bonded storage.,

After canpletion of the 85-day post-LOCA test, the specimens were functionally tested in accordance with paragraph 7.4.12 of the test pro-cedure. Three of 12 specimens (specimens 763-412, 763-1001, and 764-363) did not respond to input pressures; therefore, time response testing, in accordance with paragraph 7.4.12 of the test procedure, was not l

accomplished on these three specimens.

ITT Barton was in the process of issuing a Notice of Deviation for those specimens which failed to respond. The NRC inspector will follow up n this item during a future inspection.

Test Documentation The test reports issued by the firms conducting the radiation, seismic, and LOCA tests, as well as the ITT Barton "real time" quality assurance test witness logs were reviewed. All reports and logs were in accordance with the applicable procedures and did not contain any unexplained anomalies.
