Dear Sir:

Operating License No. DPR-73 G

Docket No. 50-320 Subnerged Dmineralizer Systen Liner Recmbiner and Vacuan Outgassing Systen This letter is being suhnitted based on discussions between members of the GPU and NRC staffs in order to clarify two parameters discussed in the safety evaluation for the Suhnerged Demineralizer System Liner Recmbiner and Vacuum Outgassing System suhnitted via GPU letter 4410-82-L-0022 dated October 13, 1982.

In order to ensure adequate catalyst performance during the postulated accident conditions discussed in Section 3.3.4.3.3 of the subject safety evaluation, the water content in the SDS liner nust be reduced to less than 120 pounds. This water content is based on feasibility testing performed by Rockwell Hanford Operations (RHD) under simulated accident conditions.

The other parameter of concern is the mount of catalyst to be added to each liner. Based on testing performed by RHO, 236 grams of catalyst will be added to each liner. This amount of catalyst includes the allowance for 1 percent by weight holdup of catalyst in the catalyst insertion tool and is based on the catalyst bed volune available. This volume of catalyst is significantly greater than the mininun amount needed to ensure recebination of the hydrogen and oxygen gases being generated by the decomposition of water in the SDS liners.

If you have any questions, please contact Mr. J. J. Byrne of my staff.
