Dear Mr. Keppler:

By this letter, Toledo Edison is formally notifying you that its annual commitment to train licensed operators at the Davis-Besse Nuclear Power Station, Unit 1 on the emergency plan is required to be extended.

The Davis-Besse Emergency Plan, Section 8, identifies that licensed operators will receive training on the plan and procedures "once a year".

Due to a series of circumstances, the annual 1982 emergency plan training for these operators has not been completed during the 15 month (12 + 25%)

scheduled period. The extended refueling / maintenance outage, specialized training required prior to startup, and previously scheduled simulator training, have combined to cause a delay in this training. Additionally, to ensure the utmost effectiveness, the format and content of the emer-gency plan training are being revised to be more responsive to the needs and requests of the licensed operators. This effort is currently being completed. The Nuclear Training Department plans to complete the training of all emergency response personnel, including licensed operators using this new 8-hour classroom lecture, multi-media course and also a hands-on scenario activity within the classroom. This is commencing on October 21, 1982. Due to the standard shift rotation, all personnel will not be completed until mid-December.

Toledo Edison feels this delay in no way degrades the capability of our personnel to respond in the event of an emergency. Major Procedure and Plan changes are included as required reading distributed to emergency response personnel to ensure their awareness of these matters.

Additionally, it has not been a full year since the licensed operators received an emergency planning review.

In January, 1982, prior to our annual emergency exercise, each shift of operators received a minimum four hour lecture / review on the Plan, Procedures, and equipment.
