We are formally requesting an amendment to the Certificate of Compliance No. 9096, Revision No. 4, for the Model No. CNS 21-300 shipping package.
Specifically, we request certification as acceptable for use with the CNS 21-300 cask:
1.
Lead and steel shielding liners having no more than 1.75 inches of lead encased in steel inner and outer shells not less than
.25 inches thick (CNSI Drawing No. C-110-D-0015).
2.
All steel liner configurations, single or combinations, such that no single liner or the smaller of any combinations is not less than.375 inches or greater than 3.0 inches thick (CNSI Drawing No.
C-110-D-0015).
3.
Load distribution pallet (CNSI Drawing No. C-114-D-0001).
The structure and functional aspects of utilizing these shield liners and load distribution pallet in the 21-300 cask were evaluated. All shield liner-pallet configurations and load conditions prescribed for Type A casks were investigated. The three critical load conditions identified for any shield liner-pallet configuration were:

Letter to Mr. MacDonald October 4, 1982 Page Two Analysis of these load conditions indicate that the range and combination of shield liners and pallet are structurally and functionally. adequate to sustain these loads,and use of the shield liners and load distribution pallet does not diminish the structural or functional integrity of the 21-300 cask.
As the liners are not designed as' containment vessels,'it is a require-ment that all materials. shipped inside the shielded liners meet one of the following conditions:
1.
The load must not create a dose rate of greater than 200 millirem per hour on the cask surface', or greater.than 10 millirem per hour at 2 metres' from the cask surface when the shielding contribution of the liner is ignored (i.e., the shield is used only for 14 ARA purposes, not to meet DOT shipping requirements).
2.
The load contains only solid materials with no releasable fraction in a liquid, powder, or gaseous form, or in a solid form with dimensions such that it will not be released into the one inch shoring space around the shielding ~ liner.
3.
The load is placed in a Type A, Spec 7A container or in a NRC certified liner.
Details of our evaluation are contained in Appendix 1 to the SAR, herewith attached.
Please contact us for any additional information which might' expedite your review. We have enclosed a check in the amount of $150.00 to cover an administrative amendment as per 10 CFR 170.31(11)(C).

OBJECTI VE The objective of the amended Certificate of Compliance for the CNS 21-300 type A Radwaste Cask is to certify as acceptable for use with the 21-300 cask:
A.

DISCUSSION This appendix contains the technical details pertaining to the certification request. The combinations of shield liner and pallet configurations and corresponding load conditions evaluated are identified and summarized in Table 1.
Details of the general arrangement of shield liner and pallet configurations identified in Table 1 are shown in Figures lA, 2A, 3A, and 48. Figures lA-3A show details of shielding and internal j
supporting arrangements which may be utilized with the 21-300 cask. Each of these configurations was evaluated to ensure that the cask payload is imparted to the cask through the load distribution pallets as prescribed in SAR for the upside down end and corner drop conditions.
The arrangement shown in figure 48, shows the 21-300 cask loaded internally in the 21-55 gal, drum configuration with a new load l
distribution pallet (CNSI Dwg. No. C-ll4-D-0001). Use of these pallet ensures that the 21-300 cask is loaded in a narrow band around its periphery thereby precluding development of bending stresses in the cask l

Evaluation of this arrangement included demonstrating that the pallet is structurally adequate to sustain the loads imparted to the pallet by the 55 gal, drum payload ts indicated in Table 1.

SUMMARY
-CONCLUSIONS The implications of utilizing the shield liner configurations and load distribution pallet, particularly as to their affecting the 21-300 cask as well as the shield liner and pallet functional and structural integrity, have been evaluated. Conclusions based on results of evacuation indicate that use of the shield liners and pallet with the CNS 21-300 cask:
o Does not compromise the structural integrity of the CNS 21-300 cask as demonstrated in the SAR.
o The shield liners and pallet are structurally adequate to sustain all loads imparted through the cask when subjected to the load conditions prescribed for Type A cask in 10CFR71, p

SHIELDING CONSIDERATIONS As the shielding provided by the liners can be very substantial (1.76 inches of lead plus 0.5 inches of steel) limits must be placed on the cask contents such that during use of the shielded liners, no material quantity can be released to the space between the liner and the CNS 21-300 package inner wall that would result in an increase of the dose rate external to the cask.
To allow the liners to be used to their design purpose, it is assumed tat the contents inside the shielded liner create the maximum dose rate of 10 mrem /hr at two meters from the surf ace or 200 mrem /hr on the CNS 21-300 surf ace, whichever is limiting. Based on this assumption, any release to the liner / package intra-shield space would create an increase in the controlling dose rate.
It will therefore be necessary to limit the package loading such that no release from the inner liner is possible.
The control of the release of material from the liner can be accomplished h.
by:
(1)
Shipment of Solid Form Materials If solid materials are to be shipped, they can be placed in a shielded liner provided that they contain no free standing water or other releasable medium and are of a physical size such that they l
cannot enter the shoring space between the shielded liner and the inner surf ace of the CNS 21-300 package.
(2 ) Shipment in Type A D0T or NRC Certified Containers If materials are placed in a SPEC 7A container or in an NRC certified container which is placed inside of the shielded liner, it is assumed there will be no release of material into the intra-shield area.
j Under this arrangement, materials with small physical dimensions like resin beads can be handled. Also, free standing water levels up to A()
1% by volume can be transported.

In the event the liner is used only to maintain handling exposure as low as reasoncbly achievable (ALARA), there is no need to restrict the cask contents.
If the shielding of the liner were ignored these shipments would meet the 00T requirements of 10 mrem /hr at 2 meters from the cask surf ace and 200 mrem /hr at the cask surf ace.
