Dear Mr. MacDonald:

We are formally requesting an amendment to the Certificate of Compliance Number 9151. We have enclosed a check in the amount of $150 per 10 CFR 170.31.

The attached pages give the affected C of C sections followed by an ex-planation of the optional configuration necessary. Supporting data or calculations and references to the SAR sections affected by the options are also given.

The amendment to the C of C will allow HN 100 Series 2 (CNS 14-170) casks, built according to NUPAC drawings referenced in C of C No. 9079, to be upgraded to the equivalent of the HN 100 Series 3 casks. The inclusion of these options will comply with the NRC's desire to eliminate essentially duplicate C of Cs.

5(a)(1)

Currently reads:

(last sentence) The Model No. HN-100 Series 3 is constructed of A-516, Grade 70, carbon steel with a minimum yield strength of 49,000 psi.'

Option Requested:

(1) Specify an optional yield strength for the outer cask shell (outer cylinder, not including end plates) of 46,000 psi.

In Section 3.1.5.5 of the SAR, the highest stress in the outer shell is given as 42,400 psi. Therefore, a 46,000 psi yield strength would give an adequate safety factor.

(2) From the SAR, it appears that the balance of the cask A-516 material has a minimum yield strength of 38,000 psi. This is not clear in the C of C as it is now written.

Discussion:

Sections 3.1.3.1, 3.1.5.5, 3.1.5, and 3.2.6.5 of the SAR give a value of 49,000 psi for the outer shell yield strength. Of the sections listed, only 3.2.6.5 uses 49,000 psi in a calculation of depth of shell deformation.

Modified calculations for deformation, based on 46,000 psi, are as follows:

C of C Section: 5(a)(2) and 5(b)(2)

Option Requested:

Add an option to allow the use of a stainless steel liner to Section 5(a)(2) and include the liner as part of the weight of contents (19,205 pounds) given in C of C Section 5(b)(2).

Discussion:

A stainless steel liner option (as used in C of C 9079) is used to provide ease of decontamination and does not effect the cask structure. The liner weight is considered to be a part of the cask payload.

The optional liner is not given as a part of the cask description in SAR Sections 2.1, 2.2, 2.3, or 5.0.

The liner is fabricated and installed as per CNSI Drawing C-110-D-006 (see option request for C of C Section 5(a)(3)).

IV. C of C Section:

5(a)(3) Drawings Option Requested:

Add optional drawing, CNSI C-110-D-006 to the list of fabrication drawings.

Discussion.

Drawing CNSI C-110-D-006 details the following items which are not part of the current Section 5(a)(3) drawings:

(1) The addition of a stainless steel liner to the internal surfaces of the cask. The material type is ASTM-A-240 Grade 304 12 ga.

(2) Weld change for the weld joining the internal shell to the cask bottom. A 3/8" full penetration weld with a 3/8" fillet weld on the lead cavity side is used in the CNSI 14-170.

(3) Dimensional variations:

(a) the outer cask diameter is 81\\ inches; and, (b) the lead cavity dimension (lead thickness) 1-3/4 inches

4 (3) Three lifting -lugs are used in lieu of one used on the CNS 14-170H secondary lid.

Each lug is identical in size and weld configuration to the one lug used on the HN 100 Series 3 lid.

(4) A drain hole is used in the cask bottom. This option should also be listed in Section 5(a)(2) of the C of C.

(5) ASME Section IX or AWS Section D1.1 qualified welders are specified.

All items noted above are also referenced in the NUPAC drawings for the 14-170 cask, Docket Number 71-9079.

The optional weld configuration, referenced in item (2) above, would change the weld stress calculations of the SAR Section 3.2.6.2 (page 40) as follows:

C of C Section: 8(ii)

Option Requested:

(1)

Include AWS, Section D 1.1 as an optional qualification in addition to ASME Code,Section IX for the qualification of welders performing work on these casks.

(2)

Include the option of performing a gamma scan for the shielding acceptance testing based on lead equivalence (2.3 inches ! 10%).

Discussion:

The 14-170 casks were tested upon construction using a gamma scan based on equivalent lead thickness rather than just lead thickness 3

as given in Section 7.0 of the SAR.

VI. C of C Section: None l

Option Requested:

Include CNSI's operating procedures for the CNS 14-170 as an option to the detailed Hittman procedure given in the SAR, Appendix A.

Discussion:

The detailed procedure given in Appendix A of the SAR (which also applies to HN 100 Series 2 casks) gives inaccurate data for the use of CNS 14-170 casks. Such differences include (1) total pay-load amounts, and (2) notification information. As the procedure is not general in nature and could cause confusion for general licensees, we are requesting that CNSI procedures, which meet the basic requirements of Section 6.0 of the SAR and Subpart D to 10 CFR 71, be listed as options.

VII. C of C Section: None Option Requested:

The following items differ in design or structure from the Hittman Series 3 cask, but are in compliance with 10 CFR 71 and are the same as those used on the casks fabricated by drawings listed on C of C No. 9079 (HN 100 Series 2):
