Dear Mr. Philips:

This is in response to your letter dated September 15, 1982, in which you requested, pursuar.. to the Freedom of Information Act, " copies of all documents prepared by the NRC, its staff and consultants regarding the value-impact / cost justification for the NRC staff ' requirements' set forth in NUREG-0737 (Item II.F.2) concerning the installation of instrumentation to directly measure reactor water level".

This confirms the information relayed during the telephone conversation between you and Linda Robinson on October 18, 1982.

The four records identified on the enclosed appendix are being 7 md in 1

the NRC Public Document Room (PDR),1717 h Street, N.W., Washingtoi.,

D.C. 20565, for your inspection and copying. These records will be filed in folder F01A-82-439 under your name.

Additional records subject to your request are already available at the PDR for public inspection.

Some pertinent records are filed in the PDR folder for the October 14, 1982, Commission meeting on this subject.

When informed that factual information was extracted from additional proprietary records and presented in SECY-82-407 which was distributed at this meeting, you narrowed the scope of your request to exclude the pertinent proprietary records.

The NRC staff informed this office that every docket file in the PDR also contains pertinent background information, in various records such as Final Safety Analysis Reports and correspondence concerning Item II.F.2, as referenced in SECY-82-407.

In addition, you may wish to inspect folder F01A-82-411, which also pertains to Item I I. F.2.

We wish to take this opportunity to thank you for your cooperation in narrowing the scope of your request and agreeing to an extension of the deadline for our response to your request.
