Dear Sir:

This letter is intended to clarify or supplement information described in Reference (b), with respect to our corrective measures for Violation D.

We feel this is necessary because your term " facility design changes / modifications" may not coincide precisely with the terms used in our procedures.

Maine Yankee Procedure 0-01-1 " Design Change / Alteration," Revision 2, May 19, 1982, states the following:

"A Design Change is a change to any nuclear safety class system, component, and/or structure. An Alteration is a change to any non-nuclear safety class system, component, and/or structure."

All Design Changes by definition are safety related. Therefore, all Design Changes require PORC review and Plant Manager approval. All test procedures and installation instructions associated with Design Changes shall similarly require PORC review and Plant Manager approval.

Plant Alterations by definition are not safety related. Plant Alterations will be reviewed by PORC and approved by the Plant Manager, but the associated test and installation instructions need not be reviewed by PORC and approved by the Plant Manager. However, these test and installation instructions will be prepared, reviewed, and approved in accordance with procedures which have been reviewed by PORC and approved by the Plant Manager.

Our corrective action with respect to Violation D includes revision of Procedure 0-06-3, Preoperation, Operations, and Special Tests and Experiments to reflect the review and approval measures described above.

This change has been implemented administratively; procedures are currently being revised.
