Dear Mr. Stolz:
An error has been discovered in the Application for Amendment of Facility Operating Licenses DPR-44 and DPR-56 dated February 18, 1982 concerning fire protection modifications resulting in discrepancies in Amendment 85 to Facility Operating License DPR-44 and Amendment 84 to Facility Operating License DPR-56 for Peach Bottom Atomic Power Station Unit Nos. 2 and 3 issued June 16, 1982.
The Technical Specifications incorporated on pages 240m and 240n of Appendix A to the Operating Licenses do not properly reflect the final design and installation of the smoke detection systems.
The final design does not include smoke detector S22A in the Neutron Monitoring Room No. 210 at elevation-135 FT of Unit No. 2 or smoke detector S180 in Neutron Monitoring Room No. 255 at elevation 135 FT of Unit No. 3 as identified by the Operating Licenses.
Misinterpretation of the electrical drawings in the early stages of the fire protection modifications led to the belief that there was redundant safe shutdown equipment located in the Neutron Monitoring Rooms.
In order to comply with the requirements of 10 CFR 50, Appendix R, smoke detectors S22A and S180 were installed in these rooms.
However, due to the high radiation that exists, -the smoke detectors gave spurious indications.
Re-evaluation and a subsequent field survey conducted in the midst of the modifications during preparation of the Amendment Application revealed that the safe shutdown equipment is physically located in the general area above these 8211080213 821101 I(ook PDR ADOCK 05000277 p

rooms.
This general area is presently protected by a smoke detection system in accordance with the requirements of 10 CFR 50, Appendix R.
Consequently, there is no redundant safe shutdown equipment in the Neutron Monitoring Rooms.
For these reasons, smoke detectors S22A and S180 were deleted from the final design of the smoke detector system and removed from service prior to completion of the fire protection modifications; however, this revision was not recognized in the Application for Amendment referenced 4.bove.
Based on the above evaluations, a request for deletion of smoke detectors SE2A and S180 from the Operating Licenses will be included in an Application for Amendment to Facility Operating Licenses DPR-44 and DPR-56 to be submitted at a later date.
