Drawing should be revised to show all of the features described in Sections 1.2.1, 2.1.1 and the details of the drum closure as described in Section 4.1.4.

Drawing should show the details of the welded bottom plate described in NFS letter of !!avember 17, 1965.

Provide a justification for, or delete, the option to use a 55-gallon drum which is equivalent to DOT Specification 1711.

Procedures for loading the package. The installation of a 1" x 4-3/4" diameter wood block, as required by Section 2.5, should he included in the instruction.
