Here is additional feedback on the language discussed at the January 16 public meeting, for discussion at a future public meeting.

The proposed changes in temperatures do not adversely affect the design specifications for the physical design, qualification, and operation of any structure, system and component (SSC) not included herein including piping, piping supports, pumps, and valves as described in the UFSAR. The proposed changes align the impacted sections with the temperature inputs used in the physical design, qualification, and operation of SSCs, such as those in Appendix 3D of the UFSAR for Equipment Qualification.

Please let me know if SNC can support a discussion of this feedback at the January 30, 2020, public meeting.

Below is additional feedback from the staff about the language in LAR-19-019 that we discussed at the January 16 Public Meeting. The staff wrote this prior to your email on January 21, but the

feedback still applies to the proposed replacement language. I am working to get additional feedback from the staff, which I will provide to you.

Regards Donald Habib Project Manager, Vogtle Project Office U.S. Nuclear Regulatory Commission Office of Nuclear Reactor Regulation 301-415-1035 SNC submitted the LAR-19-019 on December 13, 2019. Regarding piping, piping supports and mechanical equipment, the LAR states the following:

The changes of temperatures do not impact design and qualification of piping, piping supports, equipment and systems because the temperatures in other sections of the licensing basis are not impacted.

This statement identifies that piping design and qualification is not affected because the temperatures in other sections of the licensing basis are not impacted. There is piping though connected to the PCS tank and temperature changes to PCS tank could potentially result in temperature changes for the tank connected piping. Therefore, this statement is neither clear nor sufficient in providing technical justification regarding the effects of tank temperature changes on tank related piping and pipe support design and design calculations. The LAR does not discuss whether the design inputs used in the piping design analysis, including operating and design temperatures, have been adversely impacted by the temperature changes described in LAR-19-019. If an evaluation was performed to determine whether the piping design inputs were adversely impacted, where is the evaluation documented?
