THE CINCINNATI GAS & ELECTRIC COMPANY sg CINCINN ATI. OHIO 452OI EL A. BORGMANN schion vict PaCsIDENT October 25, 1982 QA-2076 U. S. Nuclear Regulatory Commission Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137 Attention: Mr. J. G. Keppler Regional Administrator RE: WM. H. ZIMMER NUCLEAR POWER STATION UNIT I 10CFR50.55(e), ITEM M-56 INADEQUATE INSTALLATION OF GAMMA PLUGS, DOCKET NO.

50-358, CONSTRUCTION PERMIT N0. CPPR-88, W.0. #57300, JOB E-5590, FILE N0. NRC-8 ITEM M-56 Gentlemen:

This letter constitutes an interim report concerning the subject condition, initially reported to the Commission on August 4,1982, as a potentially reportable deficiency under 10CFR50.55(e).

As stated in our previous report, QA-1953, dated September 2,1982, Sargent & Lundy Engineers (S&L) was requested to provide an engineering evaluation of the safety significance of gamma plugs not meeting full thread engagement as required by S&L Design Specification H-2256. This original evaluation was initiated upon the discovery of three (3) plugs which were improperly installed. In order for S&L to develop revised minimum installation criteria to accept or reject generic groupings of installation problems, the Zimmer Quality Confirmation Program (QCP) is utilizing NDE inspection techniques and documentation reviews to provide a more accurate basis for evaluation. To date, QCP has re-viewed approximately 190 of 420 installations; this additional data is being forwarded to S&L.

These actions are expected to be completed and a report submitted addressing the significance and safety impact of this condition by January 15, 1983.
