Gentlemen:

In accordance with Generic Letter No. 82-17, Alabama Power Company requests that the Joseph M. Farley Technical Specifications be changed to require an audit on the emergency preparedness program every 12 months vice every 24 months.

This change will bring the technical specifications intc agreement with the requirements of 10CFR50.54(t).

Alabama Power Company's Plant Operations Review Committee has reviewed this proposed change to the technical specification and has determined that no unreviewed safety question is involved as shown in the enclosed safety evaluation.

The Nuclear Operations Review Board will review this proposed change at the next scheduled meeting.

In accordance with Generic Letter No. 82-17, this proposed change is made at the request of the Commission and does not require submittal of a license fee.

In accordance with 10CFR50.30(c)(1)(1), three signed originals and forty (40) additional copies of these proposed changes are enclosed.

a ATTACHMENT 1 SAFETY EVALUATION FOR UNIT 1 AND 2 TECHNICAL SPECIFICATION CHANGE TO SECTION 6.5.2.8.e BACKGROUND:

The existing Joseph M. Farley Technical Specifications, in conformance with the NRC Standard Technical Specifications, require an audit of the emergency preparedness program every 24 months.

Subsequent to the issuance of the technical specifications,10CFR50.54(t) was issued which required that an audit of the emergency preparedness program be conducted every 12 months.

Based on NRC's recognition of this condition af fecting a number of utilities, Generic Letter 82-17 was issued requesting that the licensees submit a request for a technical specification change which would ensure compliance with 10CFR50.54(t).
