SUBJECT:

PROPOSED LICENSE TO EXP0RT COMPONENTS TO JAPAN (XCOM0671)

On September 21, 1982 Mitsui & Company (USA), Inc. applied for a license to export 238 pounds of Zircaloy-2 barrier tube shells to Japan for research and development purposes in the test fabrication of fuel cladding tubes.

The applicant has requested expeditious processing of the license application as the tubing is ready for immediate shipment and is urgently required by its customer.

The staff has concluded that the proposed export meets the requirements of the Atomic Energy Act, as amended, and, and would not be inimical to the common defense and security of the United States.

In view of the above considerations, the staff iss he license without the normal 15-day waiting period.
