SUBJECT:

STAFF FINDINGS RELATED TO THE PROPOSED IMPORT OF 27,280.0 KGS U ENRICHED TO 3.2% FROM WEST GERMANY-ISNM82017 Tran.enuclear, Incorporated submitted an application dated September 13, 1982 for u license authorizing the importd27,280.0 kilograms of uranium enriched to 3.2% U-235, in the fonn of UF6, from West Germany. The material will be held in storage at a D.O.E. facility under storage agreement DE-SC05-815A07046 or shipped directly to Westinghouse.

The UF6 will be transported from West Germany by sea and will go by truck or l

rail from the port to its destination in specification packages bearing the Certificate of Competent Authority number USA /4909/B( ) F.

Thousands of tons of slightly enriched UF6 are transported within the U.S. annually and this practice has been going on for many years without a significant incident.

This proposed import represents an extremely small percentage of the total uranium transported each year in the U.S. and would not result in any significant change in the probability of a potential accident.

The proposed import conforms with the standard provisions that have governed shipments of low-enriched uranium for many years with no significant impact on the environment or the general public. The staff finds this importation will not be inimical to the common defense and security or constitute an undue risk to public health, safety, or to the environment.
