Dear Dr. Kane:
This is in regard to your September 28, 1982 letter to Mr. H. Bernard requesting guidance for the preparation of your forthcoming research reactor license renewal application.
Basically, we are interested in all the information you can provide that should, upon our evaluation, lead the NRC reviewers to conclude that your facility, your operations, and your technical specifications will allow you to operate your reactor in a manner that will not endanger the health and safety of the public or the environment. For guidance on the preparation of your license renewal application I have enclosed copies of staff evaluations of recent research reactor license renewal applications, together with their respective university applications for renewal. The Manhattan College application will, of necessity, emphasize its own unique conditions in its Safety Analysis Report. Therefore, all the contents and " ingredients" in the enclosed examples should be addressed to enable the NRC siaff to develop a Safety Evaluation Report which will serve as the basis for NRC renewing the Manhattan College Operating License.
