Acceptance for Referencing of Topical Report XN-NF-77-57, Supplement 2 and XN-NF-77-57 Supplement 2, Addendum 1 The Nuclear Regulatory (Commission (NRC) has completed its review of th'e Exxon Nuclear Company, Inc. ENC) licensing topical report XN-NF-77-57 Supplement 2 dated September 1981, and its Addendum 1 dated July 1982 both entitled " Exxon Nuclear Power Distribution Control For Pressurized Water Reactors Phase II."
The basic concept of the Power Distribution Control Phase II (PDC-II) procedure is to control the variation in the core power distribution during reactor oper-ation by controlling the variation in core power axial offset. The variation in power distribution is determined relative to the power distribution corre-sponding to the target axial offset. The basic report defined the maximum power distribution variation associated with a +5% variation in the core axial offset about a target axial offset. Supplement 7 provides the variation in power dis-tribution which was determined to correspond to a +3% target axial offset and discusses the supporting analysis. Addendum 1 provides a summary of the PDC II analysis methodology presented in detail in the basic reports and supplements 1 and 2.
A copy of our evaluation of Supplement 2 and Supplement 2, Addendum 1, is enclosed.
Based on our review of Topical Reports XN-NF-77-57 Supplement 2 and Supplement 2, Addendum 1, we conclude that the variation in power distribction function contained in those reports is acceptable for use in the Technical Specifications of Westinghouse designed reactor reload applications electing to use a +3 percent target axial offset band for operation of the reactor.
Further, the 1 Gits con-tained in the report on deviation of axial offset from the target band allowable at part power are also acceptable for use in those Technical Specificatfors. In addition, the methodology contained in the reports is also acceptable by reference to allow detemination of the variation in power distribution function and allow.

As a result of our review, we conclude that the Exxon Nuclear Company Inc.,

are acceptable for referencing in Westinghouse designed reactor reload license applications to the extent specified and under the limitations stipulated in the topical reports and the evaluation enclosed hereto. When the subject topical report is referenced, the reference must include both the proprietary and non-proprietary versions.
We do not intend to repeat our review of these topical reports when they appear as a reference in a particular license appitcation, except to assure that the material presented is applicable to the specific plant involved. Our accept-ance applies only to the features described in the topical reports.
In accordance witn established procedures (NUREG-0390), it is requested that Exxon Nuclear Company, Inc., publish accepted proprietary and nonproprietary versions of the topical reports within three months of receipt of this letter.
The accepted versions must include this letter and the enclosed appropriate evaluation following the title page. The report identification s.ymbols must have a -A suffix.
Should Nuclear Regulatory Commission criteria or regulations change, such that our conclusions as to the acceptability of the report are invalidated, Exxon Nuclear Company, Inc., and/or the applicants referencing the topical report will ba expected to revise and resubmit their respective documentation or submit justification for the continued effective appitcability of the topical report without revision of their respective documentation.
