SUBJECT:
DRAFT REVIEW.AND CRITIQUE OF PREVIOUS PROBABILISTIC ACCIDENT ASSESSMENTS FOR THE SHOREHAM NUCLEAR POWER STATION - (BOARD NOTIFICATION 82-99)
The ttached draft report is submitted for your infomation according to NRC Board Notification procedures. The draft report contains new infor-mation which is relevant to emergency planning issues associated with the Shoreham. hearing.
This report by Future Resources Associates Inc. (FRA), represents an independent review conducted by consultants of Suffolk County of the draft PRA prepared for Shoreham by SAI.
It concludes that the probability of core melt may be higher than that which resulted from the draft SAI report.
The increase is ' attributed to internal flooding sequences.
The conclusions..of the draft FRA report have not been reviewed by thf NRC staff.
Therefore, we.
do not endorse these conclusions. However, in order to expeditiously address the potential safety concerns, we have requested that the applicant review the FRA draft report.
Our letter to Long Island Lighting Co. (LII,CO) is enclosed.
We intend to address technical questions and comments on th'e Shoreham PRA in the staff's review of the final LILCO report.
In addition, any determiriistic analysis by the applicant of flooding events caused by maintenance activ'ities would be covered in the.NRC staff's safety review.
