VISIT TO EDGEM0NT On August 30 and 31, 1982 I visited Edgemont, South Dakota to evaluate progress on the Edgemont Remedial Action Program (B-2217). During the course of two days Pete Jackson, the BPNL project manager, showed me many of the field measurement procedures, reviewed current status of the project, and explained plans to accomplish completion of the project.
Field measurement procedures observed included outdoor gamma survey, soil sampling and analysis, indoor and outdoor radon progeny grab sampling, and gamma well logging. By observing these procedures I was able to understand many of the practical difficulties experienced by the contractor. Some of these difficulties have been dealt with in the past by slight modification to procedures (such as the conditions necessary for a valid radon progeny grab sample). Others may necessitate future modifications to the procedures. Two examples are the difficulty of measuring gamma radiation in areas of-elevated background near the mill and the difficulty of determining if surface contamination found with gamma well logging is wind blown or deposited tailings. These problems will be dealt with in future monthly reports from BPNL.
The current status of the project as judged by the number of properties remaining to be surveyed and/or assessed for presence of residual radioactive materials was reviewed. This tally is updated when Pete Jackson reviews each property folder and determines adequacy of the survey based en protocols. At this time there is an emphasis to survey properties in the Cottonwood area and to complete partially surveyed properties. BPNL was also working on completing gamma well logging to locate residual radioactive materials on those properties identified by protocols as needing engineering assessments.

- SEP 15 19E are scheduled for sub-contractor work once BPNL has determined the presence of residual radioactive materials.
Completion of the project will be delayed due to.the large number of properties requiring long-term radon progeny monitoring. BPNL is negotiating with EPA to acquire additional RPISU monitors. A short turn around time in acquiring these monitors and placing them in the residences is crucial since protocol requires a one year monitoring-period. Pete Jackson also discussed the effort to renegotiate the engineering assessment subcontract with ARIX. The ARIX subcontract is for preparation of the report from which DOE will plan the actual remedial action work. After reviewing BPNL's data management system and ARIX's initial engineering assessment reports, I decided that there should be more coordination with DOE concerning the transmittal of the assessments to D0E. By coordinating with DOE a substantial savings in subcontracting costs may be realized.
In summary, the visit was very informative and helped me as the contract project manager to understand the contractor's past and present problems.
This understanding will allow for an intelligent contract management effort as the work approaches completion.
