SUBJECT:
SAFETY EVALUATION OF THE FERMI 2 PLANT-UNIQUE ANALYSIS REPORT FOR MARK I CONTAIPMENT LONG TERM PROGRAM Enclosure I is the staff's safety evaluation of the Fermi 2 Plant-Unique Analysis Report (PUAR) Revision 0, dated April,1982. This evaluation addresses major and minor Mark I contairiment modifications. The torus attached piping FUAR is scheduled for submittal by the applicant in March 1983 and is therefore, not addressed in this evaluation.
The staff utilized two contractors to review the Femi 2 PUAR. Brookhaven National Laboratory performed the load audit review and Franklin Research Center perfomed the structural audit review. Their technical evaluation reports are included as attactaments to the staffs safety evaluation.
One deviation from the NUREG-0661 (Load Audit Review Section, Item 8 of SER) pertaining to the local to buli pool temperature model used was found unacceptable and requires further resolution. Several additional issues have also been identified in the SSER that require resolution. These are potential vacuum breaker failures, low-low setpoint logic, cyclic fatigue analysis and single vent lateral chugging load magnitude. Resolution of this deviation and these additional issues will be completed prior to the Femi 2 scheduled fuel load date in June 1983. identifies the staff, members, contractors and consultants that provided input to the review of the Fermi 2 PUAR.
