Dear Dr. Wogman:

I have reviewed your monthly report for the Edgemont Cleanup Action Program (B-222 !) for July,1982, and have the following comments:

1.

Your summary of radiological surveys indicate that at the end of July there were 77 residence units either partially completed or not surveyed and that there were 27 vacant properties not surveyed.

You also indicated that there are 14 state-surveyed residences with gamma dose rates above 16.5 pR/hr which have not been sampled for

-soil contamination.

You should place priority at this time on completing the 77 uncompleted residences and the 14 state-surveyed residences.

The 27 vacant properties should be completed after completion of the residence surveys or on a time available basis.

2.

At this time you should not send any more engineering assessments to ARIX.

The level of work needed by the subcontractor will be determined after consultation with DOE and a decision made then about continuation of the ARIX subcontract.

3.

I concur with your contention that the protocol for surveys of vacant properties is not appropriate for long, narrow lots.

Accordingly, you may revise the protocol for those lots where the four by five grid division yields survey sections with a length to width ratio greater than 2:1.

In these cases an alternate grid division should be used to make the survey more uniform across the whole property.

4.

The actual cost for the month of June is incorrect in your financial statement.

It should be $49,449 and not $37,157.

In future monthly reports you are requested to include the monthly cost expended on the A-E subcontract. This number may be put in parenthesis after the monthly cost figure.

All other aspects of your July,1982 report were adequate. The actions taken by this letter are considered to be within the scope of the current contract (B-2217). No changes.to costs or final delivery.of contracted products is authorized.

Please notify me immediately if you believe this letter would result in changes to costs-or final delivery of contract products. These matters were discussed with P. Jackson (PNL) by'C. Flory

-(NRC) during a site visit on August 30 and 31, 1982 and by telephone conversation of September 10, 1982.

Sincerely.
