COMPARISON OF REACTOR C00LAhT PUMP EVENTS CONTAINED IN LER;. NPRDS. RECON, AND PLANT RECORDS Backcround

The reactor coolant pump seal leak event of May 10,1980 at Arkansas Uuglear One. Unit 1, was a basis to review information contained in the LER system and the Nuclear Plant Reliability Data Systen (NPRDS) relative to reactor coolant pumps (RCBs). As part of the ANO Unit i review, we were able to obtain a list of RCP seal-related events taken from the plant records-(provided by an NRC resident inspector). Also, RES has a contract with
. IEEE to visit plants to collect infomation on pump-related events and they.provided infomation on Trojan (the only plant from which infomation is available at this time).. Additionally, infomation in the RECON (NSIC
' data base) system was also obtained.
The infomation obtained from NPRDS. LER, and RECON is in Table 1 by date of event. The infomation in Table 1 pertains to all RCP events (seal plus other events). Table 2 is a copy of.the infomation taken frcrn ANO Unit l' plant records for RCP seal-related events. The total number of reported events is as follows:

Observations
~
1.
Thera are only 3 comon (the event appears in each list) events among the 192 events reported by NPRDS, RECON, and the LERs.. The events were at Arkansas Unit 1 on 12/3/77, Calvert Cliffs #2 on 7/4/78, and Haddam Neck on 8/21/77. These 3 events are also-the only comon events between t
NPRDS and RECON.
2.
A comparison between reports from NPRDS and the LERs indicates 5 comon.
events and 1 event believed to be comon but the dates differ by one day.

A comparison between reports.from RECON and the LERs indicates 11 comon '
events (53 + 56 = 109 total). There is a possibility of some additional t
comon reports among events reported from approximately 1976 or before
- because RECON ::ometimes provides a report-date rather than an event date.

A comparison among NPRDS, RECON, LERs, and the 25 reported seal E. vents from the Arkansas Unit 1 plant records indicates that nearly all reported,
events match with the plant records; however, the reported events were 8 by NPRDS, 3 by RECON, and 2 by the LERs such that reliance on any one reporting system would have missed between 17 and 23 seal events.-

For Trojan, the RES information (10 events) from plant records is essen-
'tially the only source (except for one RECON event) of events.
(There are several plants, such as Turkey Point 3 & 4, Zion 2, Indian Point 3, Ginna, Palisades, Point Beach 2, and many BWRs for which no RCP eventsc appear in NPRDS, RECON, or the.LERs )

Based on the number of reported events (irrespective of the value of infomational content), it appears that licensees report more frequently
' with a particular reporting system. For instance, ANO 1, Brunswick 1, Zion 1, Oconee 2, Nine Mile Point 1, and Kewaunee 1 have many more reports in'NPRDS than in any other reporting system, whereas Davis Besse 1; Surry 1, and-Fort Calhoun have more reports in RECON, and.Calvert Cliffs 1 and 2, Bruns-wick 2, Dresden 2 and 3, and Maine Yankee have more reports in the LERs.
Conclusions 1.
If the reactor coolant pump search is an indicator for other' components, we. can have little confidence that any single reporting system will provide even a reasonable percentage of the set of events for a given enmponent.

Even though RECON and the LERs should have a similar base ~ input, the.
information recalled does not show a high percentage of comon eve,nts.

The plant records for ANO Unit 1 and Trojan indicate that many significaAt--
events (such as seal repair or replacment) are never reported (observations 4 and 5) by NPRDS, RECON, or the LERs. Therefore, the criteria that define and identify whinhevents.are reportable appear to be at least as inportant as the identification of what information should be included when a report is subnitted.

Since there appears to be licensee use (planned, by chanca,. or economic) of specific reporting systems (or at least only retrievable in specific systes without a more thorough search), it Gould seem that a single reporting system would be advantageous.
