4 LICENSE NO. SNH-1405, DATED AUGUST 9,1982 I.

Background

The 11ces.cee is authorized to possess and use up to 1400 grams of U-235, at a maximum U-235 enrichment of 4 w/o as sealed sources at two of its three facilities in San Diego for research and j

development.

In order to develop a specialized fuel rod scanner, the licensee requests authorization to possess 300 grams of the afore-mentioned 1400 graas in the form of an unsealed nondispersible solid.

II. Discussion By letter dated August 9,1982, the licensee submitted appropriate replacement pages with the cbove stated change and a description of the radiation safety practices which would be employed during handling of the material, nuclear safety at the facility is not affected since the currently authorized 1400 gram limit is not changed.

The radiation safety procedures proposed by the licensee consider protective clothing, surface contamination, surveillance, air monitoring, and containment, which are appropriate for safe operation. Reference tables in the current license will govern action levels for clean-up, decontamination, etc. These were recently reviewed in June 1982 for the license renewal and are acceptable.

IRT's history of minimal personnel exposure and effluent release demonstrates the licensee's ability to conduct their proposed operation in a conservatively safe manner.

The amendment application was discussed with Region V inspection personnel on September 9,1982, and there was no objection to the change proposed by the licensee.

SEP 171982 III. Conclusion The radiation safety practices which accompany the licensee's request for authorization to use an unsealed form of U-235 are adequate to protect health and to rainimize danger to life or property.

Issuance of the amendment as described in the submittal dated August 9,1982, is recommended.
