  • ..wi-di The purpose of this modification is to revise the title of the contract, incorporate additional subtasks to he perf6rn.ed under the Statement of Work, revise the rel]orting requirements, increase the number of n.eetings, allow for the Contractor's receipt of proprietary information, increase the total estimated amount for full performance under the contract, adjust indirect cost. rates, and incorporate equi; ment to be utilized under the contract in the form of a " Flash-X-Ray System."

Therefare, the following uodifications are made:

" Subtask E:

Revbw and evaluate, in detail, the treatment of steam explosion phenomena, in C'.lR Class-9 accident analyses and Probabilistic Risk Assessments (GESSAR, LIMERICK).

The evaluation will include, but will not be limited to, the energetics (direct containment failure potential) of steam explosions.

In addition, consider core debris disposition, and collateral effects such as mixing (relevant to hydrogen production) and fragmentation (relevant to debris bed coolability).

This evaluation should be based on Contractor's previous experience with large dry containments and should emphasize the pressure suppression containment peculiarities.

Letter reports due August 12 and September 1,1982)

Refer to Article I - Description of Work, Paragraph C. Work Requ renents, and i

incorporate the following addi~tional Subtask F t.nder Task II - Molten-Core Accident Prog.ressions:

" Subtask F:

Review and evaluate, in detail, the core melt scenario paths and associated corc-melt interactions phenomenology resulting from thermally induced material motion, as described in BWR Class-9 accident analyses and PRAs (GESSAR, LIMERICK).

In particular, review documents... noting areas of agreement, areas of disagreement and areas where more information is needed to complete the evaluation.

Concentrate on those areas that the contractor believes to have a major impact on the accident sequences.

Specifically, address debris bed coolability and assess the role of suppression pool thermal hydraulic dynamics and the effect of these dynamics on radionuclide retention.

(Limerick:

Letter reports due August 12 and Sept'ecber 1,1982)

(GESSAR-II:

Letter report due January 15, 1983)"

Refer to Article I - Description of Work, Paragraph D. Reporting 3_quirements, and incorporate the following additional requirement:

It is sufficient to provide the breakdown of the total cests of the con-tract for the billing cycle into t he two FlHs in the trar.smittal let ter."

"The key contractor personnel will be required to attend approximately ten (10) meetings of one (1) day's duration each, with fiRC personnel at fiRC's Bethesda, Maryland office, during the course of this contract."

6.

Article III - G_overnment Furnished Material is hereby modified as follows:

A.

Incorporate the following additional documents to be furnished to the contractor:

Probabilistic Risk Assessment, Limerick Generating Station, Philadelphia Electric Company, March 1981.

5.

GESSAR-II BWR/6 Standard Plant Probabilistic Risk Assessment, March 1982."

B.

Incorporate the following additional paragraph:

"In accordance with Article XIII - Jro rietary Data and Confidential P

Information, the contractor will be furnished reports and data of a proprietary nature for assistance in performing the work required under this contract.

The proprietary information will be for. arded directly to the Principal Investigator by the Project Officer.

A transmittal letter will acconpany each individual shipment of proprietary information and will state the title of the material being forwarded and the Contract Tasks and Subtasks to which it pertains.

The letter will further cite this Article III - Government furnished Material and Article XIII - Proprietary Data and 'Ccafidential Information as the authorities to transmit such material.

The Project Officer will provide a copy of each transmittal letter to the Contracting Officer.

Increase the total estimated amount of the contract from $512,751.00 by

$57,170.00 to $569,924.00.

Therefore, Article IV - Consideration, Part A.

Estimated Cost, Obligation of Funds, is hereby modified as folloJ:

Delete the first sentence under paragraph 2, in its entirety, and substitute the following in lieu thereof:

" Total funds currently available for payment and allotted to this contract are $569,924.00."

Incorporate the following additional Articles XII and XIII:

" Article XII - Covernment-Furnished Property In accordance with Article 22 entitled " Government Property", the con-tractor is authorized to utilize a Hewlett Packard Model 43734A Flash X-Ray System, previously acquired under Contract No. NRC-03-79-123, and i

hureby transferred to this Contract No. NRC-03-80-102. The Flash X-Ray System consists of the following components:

43734A - Flash X-Ray System 032 - Remote Tubehead 130-537600 - Soft X-Ray Tube 120-266411 - Modified End Cap 43113A - Timer Article XIII - Proprietary Data and Confidential Informa tion In connection with the performance of the work under this contract, the contractor may be furnished proprietary data (trade secrets) or confidential or privileged technical, business, or financial information, including Commission plans, policies, reports, financial plans, internal data pro-tected by the Privacy Act of 1974 (P.L.93-579), or other information which has not been released to the public or has been determined by the Commission to be otherwise exempt from disclosure to the public. The contractor agrees to use its best efforts to hold such infc.rmation in confidence and not to directly or indirectly duplicate, disseminate, or disclose such information in whole or in part to any other person or organization except as may be necessary to perform the work under this contract. The contractor agrees to return such infonnation directly to the Project Officer upon completion or termination of this contract.

Failure to comply with this Article shall be grounds for termination of this contract in accordance with Clause 12 of the General Frovisions entitled, " Termination for Convenience of the Government."
