The St at e of Michigan and Berr ien Count y demonst rat ed durinq bot h exercises an adequat e capabiiit y and lesel of prepar edness t a prot ect the heal t h, safet y, and proper t y of t he public in the esent of a nuclear accident.
The exer cise evaluat ions cont ain a det ailed discussion of the deficiencies which were not ed during t he exercises.
The St at e of Michigan was pros ided copies of bot h report s and has most recent ly r esponded on June 16, 1982 wit h correct ise act ions they plan t o implement as a result of t he deficiencies.
This response was not definit ise and llegion V in cont inuing t o coordinat e wit h Michigan of ficials t o clarify how and when t he correct ise act ions will be imp lement ed.
An of fsit e emergency prepaiedness exercise is scheduled at D.C. Cook in Oct ober 1982.

Enclosed is a copy of the Final Exercisa Report to the D. C. Cook. Nuclear Power Plant axercise conducted on March 30, 1982. The report, following a new format prescribed by our FEMA National Office, provides a broad over-view of the exercise as well as the detail of the findings of eight (8)
Federal observers.
I would appreciate your review of this document and response to it by indicating the corrective actione and the dates you intend to implement them, item by item.
Specifically, your rappense should address Parte IV and V of the report. If you are unable to responddby June 25, 1982, please advise me.
