I_NTERVENORS' REPLY BRIEF ON'NEPA ISSUES As Licensee concedes Dairyland Power Cooperative (La Crosse Boiling Water Reactor), January 10, 1980, holds that an atomic energy plant is itself a resource to which alternatives must be considered in complying with Section 102(2)(C) or (E).
The decision of the Appeal Board herein in no way overruled this decision.
The Appeal Board expressly lef t the decermination of the applicability of Section 102(2)
(E) to the Licensing Board.
The Appeal Board merely held that Section 102 (2) (C) did not require a complete EIS on the continues 1 operation of the plant.
